IFLA2008年會相關訊息(三)

＊IFLA2008議程
除了上篇文章提到的FRBRoo外，FRBR家族中其他與書目資料相關的觀念模型還有：FRANAR/FRAD及FRSAR。以下是與FRBR相關的會議資訊：

● IFLA Cataloguing Section/FRBR Review Group

IFLA書目控制部下有編目組，其下有FRBR Review Group，之下又有兩個工作小組：Working Group on Aggregates 及Working Group on FRBR/CRM Dialogue。下面是FRBR Review Group會議及Working Group on Aggregates會議的要點：

A) FRBR Review Group Meeting
目前FRBR Review Group 有一個計畫叫FRBR Namespace Project，其任務是“to define appropriate namespaces for FRBR in RDF and other appropriate syntaxes”。 計畫首席顧問Gordon Dunsire 已在NSDL詮釋資料註冊中心建立了相關資料(包括FRBR Entitles、FBRR Relationships 、FRBR Relationships as concepts 、FRBR User Tasks)。
Review Group建議IFLA要有個namespace(中文解釋)，以便聚集FRBR的schemas(…the Review Group will recommend that IFLA get things in place so that an IFLA namespace exists where this FRBR schema (and expected schemas for FRAD and FRSAR, and who know what else around IFLA) can be housed)。該小組未來工作的優先順序為：RDF schema與namespace，及FRBRoo。

B) Working Group on Aggregates Meeting
所謂”aggregate”指的是包含多個作品的一筆書目單元(a bibliographic unit comprised of multiple works)，例如合輯、合刊、期刊…類的出版品。會議討論認為下面兩個模型(models)較為可行：
1. Manifestation-of-Works Model: The manifestation is an aggregate of works and may include an “aggregating” work.
2. Work-of-Works Model: Aggregates are works that are comprised of other works.

他們將用這兩種模型來分析一些書目實例，然後決定推薦哪個模型增補入FRBR內。預計選用的例子有：a collection of music by Sibelius (based on an example Eeva Murtomaa brought), an augmented version of Humphry Clinker (with an introduction, illustrations, that kind of thing), Le Boeuf’s FBBR journal issue/book, and a moving image to be decided (a DVD with extras?)。並將於明年2月前備妥建議案。

關於權威記錄的觀念模型方面，IFLA的FRANAR(Functional Requirements and Numbering of Authority Records)工作小組已完成「權威資料功能需求」(FRAD, Functional Requirements for Authority Data: A Conceptual Model)的草案(20070401 draft)，接下來將考量各方的評論來修訂草案，最後的正式版本將於近期完成。

FRANAR Working Group meeting (on FRAD) (The FRBR Blog)

●Classification and Indexing Section / Working Group on FRSAR

FRBR家族中的較新進者便是FRSAR(Functional Requirements for Subject Authority Records，主題權威記錄的觀念模型及需求)。IFLA的FRSAR工作小組仍繼續在討論、研議FRSAR的草案(draft)。參見The FRBR Blog的博文Working Group on FRSAR meeting 中提到的一份報告Report from ISKO session last week，或大陸學人曾蕾(遠洋過客)及Keven的博文。因FRSAR涉及許多哲學、認識論…的問題，進展似乎較慢？

● 感想：變革與希望

我僅看了IFLA2008年會中關於編目方面的新訊，相信還有其他方面富有參考價值的資訊，實在需要更多人來關注與譯介。雖知學會方面有十幾人前往參加此次年會，可惜沒看到有人blogging？！只好查閱國外及大陸方面部落客們的報導了，或許過一陣子到政府出版資訊回應網的公務出國報告處查查看是否有報告出爐。

IFLA年會中有許屬概括性的，但具參考價值的訊息，藉此可知道國際圖書館界關注與思考的問題，以及一些圖書館學和圖書館事業發展的趨勢。

美國國會圖書館於前年底(2006)籌組未來書目控制工作小組[註1]並進行公聽會，廣徵各方建議，歷經一年研擬出建議報告(On the Record)，其中提出對FRBR及RDA的嚴重質疑；但之後LC的回應仍將繼續支持FRBR及RDA的發展[註2] 。我想FRBR及RDA畢竟是國際性的合作努力，況且圖書館已不能不繼續往前、尋求突破的新生路。又看到RDA/DCMI、FRBRoo、FRSAR…及OCLC等所做的諸多努力與嘗試，深感沒有變革，如何懷抱希望呢？

反觀國內，似乎平靜的水面起不了大波浪。如何讓國內圖資人了解變革的到來及影響、如何參與變革，同時了解--往往過程比結果更重要。我們不能總是靜待國外曲折辛苦結出的果實，那恐怕只學到西方之皮毛，而嚴重缺乏自身的能量。或許有關單位應辦個編目方面的研討會(公聽會？public meeting)，傳播新知與觀念、廣徵意見、促進交流、集思廣益、凝聚共識，也給編目決策作參考。(完)
