看到 Lorcan Dempsey's “Future of bibliographic control”一文後，得知美國國會圖書館(LC)新成立了“未來的書目控制 工作小組”(Library of Congress Working Group on the Future of Bibliographic Control)”(也可見編目精靈文章) ，主要是搜尋引擎技術的進步、internet的普及及電子資源湧現，已大大改變圖書館原本的作業方式，為研討這些變化，LC成立此工作小組來檢視書目描述的未來發展。此小組將於2007年11月提交報告給LC的圖書館服務副館長(Associate Librarian of Congress for Library Services)Dr. Marcum。
現將其成立的會議記錄(原文pdf)摘譯如下，以供了解 LC (世界圖書館界龍頭)的一些新意向。

I. 背景說明 (Background and context)
主席Dr. Griffiths為北卡(Chapel Hill)圖資學院院長(dean)；她先請Dr. Marcum(LC圖書館服務副館長)說明工作小組的背景及目的：此小組正接下一個極其重要的工作，因為此時全美圖書館，為切合讀者需要，正面臨關於書目取用(bibliographic access)之未來方向的問題。一個特別突出的問題是：圖書館如何與搜尋引擎的世界作調適。圖書館的挑戰是如何讓讀者使用圖書館更簡易輕鬆，及如何更直接地去服務讀者…Dr. Marcum提到在2006年6月(註1) LC在很短的時間內便宣布停止建立及維護叢刊(series)權威檔，這造成美國許多圖書館的困擾及美國圖書館學會(ALA)很大的關切…Dr. Marcum經過在ALA年會與CDNL國家圖書館長會議(註2) 的經驗及同道的反應，乃決定要成立此工作小組。因為圖書館社群關切的不只是(LC)單一項政策的變動，還有未來整個書目控制(bibliographic control)的走向及LC所扮演的角色…Dr. Marcum亦提到我們應去創建一個書目查用(bibliographic access)的系統，不要被舊有的系統/包袱所束縛。
II. 介紹 (Introductions)
小組成員有：Dr. José-Marie Griffiths(主席)、Nadler(ARL)、Casey(ALCTS, ALA)、Lynch(computer sci)、Clancy(engineering director of Google Book Search)、Dempsey(vice president for research and chief strategist at OCLC)、Hill(map cataloger)、Madison(lib specialist)、 Schottlaender(lib specialist)、 Amelung(law lib)、Smith(public lib asso)、Price(special libs)、Wolven(lis)、Girotto(Microsoft)等人(合計有14人)。另外也計劃請NFAIS(the National Federation of Abstracting and Indexing Services)派員參加。
III. 確定工作小組的職責 (Adoption of Working Group's charge)
工作小組將：
1. 在此演變中的資訊及技術環境中，書目控制及其他(書目)描述的措施，如何能有效的支援圖書館資源的管理及取用，提出對此的研討結果。(Present findings on how bibliographic control and other descriptive practices can effectively support management of and access to library materials in the evolving information and technology environment)
2. 提出建議方案供圖書館社群共同努力達到此願景。(Recommend ways in which the library community can collectively move toward achieving this vision)
3. 建議LC應扮演的角色及一些(作為的)優先順序。(Advise the Library of Congress on its role and priorities)
IV. 未來會議的計畫及欲達到的結果 (Plan and desired outcomes for invitational meetings on future of bibliographic control)
將針對需要邀請一些大型圖書館、國外(英、加拿大…)圖書館或個人與會，2007年將召開三次(地區)會議。
V. 主題會議的時程及架構 (Schedule and structure of topical focus meetings)
工作小組列出一些應研討的主題(topics)，並區分為10小類36個主題：(此處各小類下僅列一個主題，其餘主題見原文)
[技術](technology)
因有太多資訊檢索協定，如何利用系統中的部份成份(功能)來提供查檢服務(making use and making sense of fragmented set of systems for access provision (result is too many search protocols) )
[詮釋資料](metadata)
全文的服務對僅以書目(內容代替品)為基礎的系統之衝擊(impact of availability of full-text on a system that is based on surrogates)
[標準](standards)
書目性的設施(規範)之設計與組織(如：MARC, FRBR, RDA等)(design and organization of bibliographic apparatus (MARC, FRBR, RDA, etc.) )
[資料](materials)
不同類型資源(館藏)之相同及差異性的管理(managing similarities and differences across collections)
[人力](people/workforce)
工作人口的課題：處於退休年齡的編目人員(workforce demographics issue: catalogers at retirement age)
[讀者/使用者](users)
讀者漸多使用非圖書館的系統去找圖書館的資源(end users increasingly using non-library systems to find library resources)
[研究](research)
缺乏對讀者及其需求之實際的研究 -- 個別習性的影響、直覺性的判斷(lack of real research on users and their needs/impact of individual practices ; decisions made by intuition)
[範圍](scope)
需要什麼去支援多語文的資訊檢索/發掘；國際性編目(what is needed to support multilingual discovery? international cataloging)
[組織/團體的角色](organizational roles)
與商業團體之合作；四大搜尋引擎之角色 (“幻夢仙境”-- 搜尋引擎在符合使用者需求方面做的很好) (partnership with commercial entities; role of the four large search engines ("fantasy" that search engines do a good job of meeting user needs)
[經濟方面](economics)
了解經濟成本、各種花費、工作流程… (understanding of economics and costs; savings, transfer of cost, workflow, sourcing; costs of "churn" (e.g., maintenance, installation of new releases))
小組認為，商業團體再利用圖書館的資源內容及詮釋資料，這些問題是在小組職權之外的。
以上主題小類又可分為三大類：使用及使用者、結構及標準、經濟及組織(團體)，並分別為2007年三次(地區)會議之議題；之後將於2007年9月擬成草案及建議，供眾評論，最後的報告將於11月1日提出。另LC將建置工作小組之網站及討論群組。
並定出2007年三次地區會議的時間、地點及各會議的計劃小組之成員。(2、4、6月分別在加州奧克蘭、芝加哥、華盛頓D.C.)
VI. 奧克蘭會議的規劃 (Specific plans for Oakland meeting)
在首次(2月) 奧克蘭會議之前，應鼓勵與會者先閱讀一些關於書目控制的需求及環境的背景文章：OCLC Environmental Scan, “Pattern Recognition”… 等等(詳原文)。會中將討論的課題包括：界定使用者需求、與博物館/ONIX社群/書商之關係…等等。
